Description	Serial debug output blogged after COM Open()/Close()
Additional Information	Every time ComOpen() is called, usage counter for COM clock is increased. ComClose() decreases counter and if 0 disable clock gate. Debug output is initialized in EBoot and therefore doesn't increase counter.
