Summary	0004311: Add a "Dummy Power Management" for display (switch only PWM off/on)
Description	Exclusive for one customer that did connect VLCD, VBKL direct to VCC -> set only PWM by screen off/(on)to prevent flickering. Note, change contrast while "screenoff" is not possibel while using "dummy" at the time!
Steps To Reproduce	Many LCDs are flickering after screen off - screen on if VLCD and VBKL is not switched in the right order with Vsignal ... .
